CrimeaSOS: how to get help for the lost crops due to the explosion of the Kakhovka HPP dam
7 / 08 / 2023On August 4, 2023, the Cabinet of Ministers of Ukraine adopted Resolution #807 “On Approval of the Procedure for Providing One-Time Monetary Assistance to the Affected Population for Crops Lost as a Result of the Russian Federation’s Detonation of the Dam of the Kakhovka Hydroelectric Power Plant”. CrimeaSOS lawyers explained how to receive assistance.
Assistance will be provided to individuals in the Mykolaiv and Kherson regions who own a plot of land for personal farming and for the construction and maintenance of a residential building, farm buildings, or a plot of land for individual gardening.
The amount of assistance is UAH 3,318 for 100 square metres of land on which the vegetable crop has been lost. The assistance is provided for an area of no more than 2000 square metres in the Mykolaiv region and no more than 3000 square metres in the Kherson region.
In order to receive compensation, a victim shall prove ownership of the plot with one of the documents:
- extract from the State Register of Real Property Rights;
- state deed on the right of private ownership of land;
- state deed on ownership of a land plot (in the absence of information about registered property rights to real estate and encumbrances in the State Register of Real Property Rights).
The application for assistance shall be submitted by September 1, 2023 in paper or electronic form. Along with the application, a copy of the document confirming ownership of the land plot shall be submitted. The application shall be submitted to local self-government bodies.
In order to help the population of the affected areas, local self-government bodies form a commission to survey land plots on which the vegetable crops were lost.
Within 10 working days, the commission shall consider applications, carry out surveys of land plots on which the vegetable crops were lost, and draw up the respective protocol. Then the commission will determine the amount of assistance for each applicant: it will compile the list and submit it to regional administrations.
The decision on assistance will be made by October 1, 2023. On the night of June 6, the russians blew up the Kakhovka HPP dam. As a result, dozens of settlements in southern Ukraine were flooded.
