CrimeaSOS: where to turn in case of refusal to issue a passport — a list of contacts of units of the State Migration Service
13 / 09 / 2023Due to the full-scale invasion of russian troops, a large number of Ukrainian citizens could lose their documents or face the need to obtain them. CrimeaSOS lawyers explained where to turn in case of refusal to process documents and why the service centres of SE “Document” cannot always provide all the answers.
In order to process the documents, in particular domestic and foreign passports, citizens of Ukraine can apply to any unit of the State Migration Service (SMS), as well as to the service centres of SE “Document”. However, few people understand exactly what SE “Document” does.
“Document” is a state enterprise based on state property and is under the management of the State Migration Service of Ukraine. Its responsibilities include receiving applications-questionnaires for issuing passports of citizens of Ukraine with contactless electronic media and issuing these documents. The employees of the enterprise accept the application-questionnaire and send it to the territorial body or territorial subdivision of the SMS, which serves the relevant subdivision of SE “Document”. Employees of the SMS make a check and grant permission for personalization of the passport.
That is, SE “Document” does not produce a passport, but only accepts an application for its production, and then issues a ready-made document. Therefore, if you have been refused a passport and have not been given a written explanation of the reason, you should contact the relevant department of the State Migration Service.
CrimeaSOS turned to the State Migration Service of Ukraine and received a list of bodies and divisions of the SMS that are serviced by the service centres of SE “Document” in Ukraine and abroad.
This list will be useful to those who have encountered problems when processing Ukrainian documents, in particular foreign and domestic passports.
